Afdækning af brugen af evalueringsdata i offentlig forvaltning – det græske eksempel

Denne debat vil dykke ned i forskelle og ligheder mellem Grækenland og Danmark, og konsekvenserne for anvendelsen af evalueringsdata i offentlig administration.

Situationen i Grækenland er markant anderledes end i Danmark. I Grækenland har offentlig styring og ledelse i høj grad været baseret på tillid – et fravær af styring og kontrolmekanismer, hvilket har præget hele den græske offentlige sektor.  På den baggrund forsøger den græske rigsrevision at sikre, at offentlige institutioner i højere grad står til regnskab for brugen af midler, at der betales skat ved at introducere et monitorerings- og evalueringssystem. I Danmark har brugen af data i den løbende udvikling af den offentlige sektor i mange år været en væsentlig del af offentlig styring forvaltning. Som i andre lande er det i Danmark ikke alle, som forholder sig positivt til målinger og krav om dokumentation. I stedet ses tillid som vejen til øget motivation og produktivitet.

På mødet vil Eleftheria Kyriakidou fra den græske rigsrevision ridse situationen i Grækenland op, og efterfølgende vil der være mulighed for debat.

Exploring the use of evaluative data in public management – the Greek example

This discussion will explore differences and similarities between Greece and Denmark, and what it means for the use of evaluative data in public administration.

The situation in Greece is very different from the one in Denmark. In Greece, public administration has been largely based on trust. An absence of governance and control mechanisms that has permeated the entire Greek public sector. Against this background, the Greek National Audit Office tries to ensure that public institutions get more accountable for the use of funds, that taxes are paid through the introduction of a monitoring and evaluation system. In Denmark the situation is different. The use of data in the ongoing development of the public sector has been a big part of public administration for many years. As in other countries not all citizens are happy about the extent of measurements and documentation. Instead, trust is seen to improve motivation and productivity.

Eleftheria Kyriakidou will present the situation in Greece and its background, following a debate about the topic.
