JULIAN KING – VALUE FOR MONEY EVALUATION

As budgets tighten and resources must be targeted for maximum impact, value for money (VfM) is increasingly important in social and environmental policy and program decisions. While economic evaluation methods like cost-benefit analysis provide useful insights, they often fall short of capturing the full spectrum of values that matter to decision-makers and stakeholders. 

Julian King’s Value for Investment (VfI) approach addresses these gaps by combining theory and practice from evaluation and economics, offering a rigorous, practical system for answering VfM questions. The VfI approach employs mixed methods to provide a nuanced, context-sensitive assessment of value. It emphasises explicit evaluative reasoning and participatory processes, involving stakeholders in co-designing evaluations and making sense of evidence. Join Julian to learn how the VfI approach can deliver better answers to VfM questions and support good resource allocation decisions.

Speaker bio: 
Julian King is a New Zealand-based public policy consultant with over 20 years’ consultancy experience in evaluation and VfM in high, middle and low-income countries. The VfI approach, developed through Julian’s doctoral research, is now used worldwide to evaluate complex and hard-to-measure programs and policies. Julian specialises in VfI capability development, offering customised training, mentoring, technical advice, peer review, and support in building organisations’ evaluation systems and capacities.

Julian is a member of the Kinnect Group, an Associate of Oxford Policy Management, a member of Verian Group’s Centre for Value for Money, an Honorary Fellow at the University of Melbourne, a University Fellow at The Northern Institute, and a member of the UK Evaluation Task Force Evaluation & Trial Advice Panel. He is a member of the evaluation societies of New Zealand, Australia, UK, USA, and Europe.
